Every NCIS engagement is governed by the NCIS Inspection Evidence Framework — a structured, repeatable inspection workflow built on formal QMS and SMS integration. Inspection is not a checklist. It is a governed process.

Evidence-First. Record Before Report.

The NCIS approach to inspection is governed by a single foundational principle: observations must be recorded before they can be reported, and reports must be traceable to the evidence that supports them. This is not simply good practice — it is the basis of defensible inspection documentation.

NCIS operates under a formal Quality Management System (QMS) and an integrated Safety Management System (SMS). Every inspection engagement is governed by these systems, ensuring that inspection activities are conducted consistently, that records are complete and traceable, and that deliverables meet the standard required for project close-out and audit.

NCIS does not imply compliance or acceptance without reference to governing criteria. Every observation is classified as a verification, a nonconformance, or a recommendation — and each is documented with the specification reference that governs it.

The NCIS Inspection Evidence Framework

Pre-Inspection Review

Specification review, ITP assessment, coating system data sheet review, and identification of hold points and witness points prior to mobilization.

Surface Preparation Verification

Cleanliness grade verification per applicable standard (SSPC/NACE/ISO), anchor profile measurement, dust assessment, and soluble salt testing where specified.

Environmental Condition Monitoring

Ambient temperature, relative humidity, dew point, and steel surface temperature recorded against specification limits. Instruments calibrated and referenced.

Application Inspection

Wet film thickness measurement, application method verification, mixing ratio confirmation, and hold point inspection with formal release documentation.

DFT Verification

Dry film thickness measurement per applicable standard. Statistical analysis of readings. Nonconformance identification and documentation.

Cure Verification

Cure assessment prior to recoat or service exposure using manufacturer-specified or specification-required method. Results documented with instrument references.

Nonconformance Management

Objective, specification-linked NCR documentation. Corrective action tracking through to verified close-out. No acceptance implied without documented resolution.

Reporting & Close-Out

Structured inspection records, photographic evidence index, measurement logs, calibration references, and audit-ready project close-out report.

Reporting & Documentation Deliverables

Daily Inspection Records

Field-level documentation of all inspection activities, measurements, environmental conditions, and observations recorded on the day of inspection.
